States Face a Third Year of
Revenue Shrinkage
With the new fiscal year about to start on July 1 in 46 U.S. states, officials in many agencies are moving from hiring freezes to outright layoffs as governments face their third year of tax-revenue declines, according to the National Conference of State Legislatures. Some 19 states plan to implement layoffs to reduce budget gaps. Since August 2008, 231,000 state and local government jobs have been lost.
